"Today at Palazzo Chigi was held a meeting concerning the illustration of the guidelines provisions of the Law 133/208. The meeting was chaired by Secretary of State Dr. Gianni Letta, was attended by Ministers Mariastella Gelmini, Maurizio Sacconi and Renato Brunetta, and representatives of trade unions: Domenico Pantaleo and M. Concetta Bridget for CGIL, Raffaele Bonanni, Giorgio Santini and Frank Scrima for CISL, Luigi Angeletti and Massimo Di Menna for UIL, Fedele Riccio and Achilles Massenti for Confsal; Alessandro Ameli for CGU, Alberto Sartori for Cida, Gennaro Better-Unams Guild. At the conclusion of the meeting with the trade union confederations and those of the school division regarding the programmatic aspects of the plan referred to in art. 64 of Law 133/2008, the Government is committed to implement the regulations to be issued under that Article. 64, the principles and guidelines that were the subject of the opinions of the Culture, Science and Education of the House and Senate, and in particular:
a) the time required of the teaching activities of the kindergarten as a priority will ensure the time to 40 hours with the allocation of two teachers per section and will just as the organizational model residual teaching activities in the range Morning, based on the explicit request of the families;
b) the time of the primary school will be held, also in relation to the need for educational reorganization, according to the different joints of the school to 24 (first class in the. s. 2009-10), 27, 30 and 40 hours. c) working full-time classes will be staffed with two teachers per class.
d) in secondary school, there will be a time required from 29 to 30 hours, according to the plans of the training of independent schools;
s) in secondary school classes with the time, subject to the requirement that it reaches the intended number of pupils attending, will work with not less than 36 and up to a maximum of 40 hours;
f) without prejudice to the adoption of compensatory measures necessary to ensure the overall objectives of reducing art. 64 of the program plan will be provided for a freeze. s. 2009/2010 the increase in the maximum number of pupils per class in connection with the activation of plans for redevelopment of school;
g) will be protected ratio of one teacher for every two pupils with disabilities;
h) from school 2009/2010 will only implementing the Regulations concerning the reorganization of the first cycle and the size of the school network and the optimal use of human resources of the school, with the simultaneous remodeling of the economies to be realized for this school year,
i) Regulations the second cycle will be undertaken by the ego. s. 2010/2011.

1) to establish a permanent comparison to search for possible solutions to protect permanent staff currently with annual appointment or until the end of the educational activities to encourage continuity of teaching and working;
